Using Evidence to improve Higher education policy

Hello, I'm Eliza

I am an independent researcher and consultant focused on tackling inequality in higher education. My work is driven by a simple goal: to ensure that anyone with the potential to succeed at university has the opportunity to get there—and the support to thrive once they do.

I was previously Deputy CEO and a founding member of the UK’s first What Works centre for higher education, Transforming Access and Student Outcomes in Higher Education (TASO). Before that I worked as a Senior Advisor at the Behavioural Insights Team, leading research aimed at reducing educational inequality.

I hold a PhD from University College London. My research explores identity-based barriers to education and the use of light-touch behavioural interventions to address them. I’ve also worked directly in higher education policy,  focusing on admissions and widening participation.

With over a decade of experience in impact evaluation, I help higher education providers generate, interpret, and use evidence to make better decisions.

If you’re an evaluator, senior leader, or practitioner, I offer flexible support to help you strengthen your approach to evaluation —whether you’re building the basics or taking your practice to the next level.
